Justin Stapley
Justin Stapley currently serves as the Chair of the Executive Board, as The Freemen Foundation’s inaugural Executive Director, and as Editor in Chief of the Freemen News-Letter.
He is a graduate of Utah Valley University, where he studied political theory, public law, constitutionalism, and American history. As an undergraduate, he was employed by UVU’s Center for Constitutional Studies as a research assistant on the Quill Project and as a research fellow on the Federalism Index Project.
Justin brings a host of unique experiences and expertise. He’s a Middle East veteran and citizen-soldier, having served in the Utah and Colorado National Guards and currently serving in the Mechanized Infantry in the Idaho National Guard. He previously worked five years as a Deputy Sheriff in Salt Lake County. He has worked various blue-collar and white-collar jobs over the course of life, including construction, landscaping, factory work, customer service, tech support, truck driver, warehouse work, and in academia as a research assistant and research fellow.
His passion is in bridging the gap between grassroot political efforts and intellectual endeavors, in his recognition that the American Founding united ordinary people and the upper crust of meritocracy rather than pitted them against each other.
Vice Chair of the Board
Tyler Cooper
Tyler Cooper currently serves as the Vice Chair of the Executive Board.
He is a graduate of Utah Valley University, where he studied American politics and constitutionalism. While a student, he was employed by UVU’s Center for Constitutional Studies as a research assistant on the Quill Project and was also a legislative intern on Utah’s Capitol Hill.
Tyler is the board’s great facilitator, with an impressive ability to coordinate direction and build relationships. His knowledge of Utah politics is extensive and brings a connection to broad political networks to bear in his efforts to support the growth and direction of the Freemen Foundation.
Secretary of the Board
Matt Jacobsen
Matt Jacobsen currently serves as the Secretary of the Executive Board.
He has an Associate’s Degree in History and Political Science from Utah Valley University, and previously served as the State Chair of the Utah Modern Whig Party.
Matt is a Middle East veteran and citizen-soldier, with a long, successful career in the Utah National Guard.
Matt brings to the table a strong understanding of institutional organization. As our Secretary, he handles and disseminates legal and internal documents and sees to the clean and fluid behind-the-scenes processes of the Executive Board. He’s a passionate institutionalist, motivated to renew existing political institutions and building new, effective political institutions.

News-Letter Associate Editor
Scott Howard
Scott currently serves as a member of the Executive Board and as Associate Editor of the Freemen News-Letter.
He is an undergraduate student at the University of Florida where he studies political science. He is also a former editorial intern at National Review.
Scott provides the Foundation with the unique view of a young student in higher education and an extensive writing and communication ability on political ideas and concepts. He is passionate about intellectual endeavors and is highly motivated to elevate the level of political dialogue in America.
